Responsibilities of RF Radiation Safety Officers
There are two levels of RF Radiation Safety Officer. The roles and responsibilities of each are outlined below.
Level 1 Radio Frequency Radiation Safety Officer (RFRSO1)
Role Overview: The Level 1 Officer operates at a managerial and advanced technical level. They serve as the primary advisor to executive leadership, develop safety frameworks, perform complex calculations, oversee lower-level officers, and are authorised to deliver training.
Core Duties and Responsibilities:
Strategic Advisory & Leadership: Acts as the principal subject matter expert for senior executives and site managers to develop radiation safety compliance strategies. Holds technical oversight and control over Level 2 safety officers.
Policy Development & Technical Calculations: Authors local safety policies and standard operating procedures (SOPs). Interprets or executes complex technical RF radiation safety calculations and defines safety parameters for the workplace.
Personnel Risk Control & Signage: Designs control measures to protect personnel from electromagnetic field hazards. Establishes occupational and non-occupational safety boundaries based on approved metrics. Directs the placement of hazard warning signs and ensures official safety notices are prominently displayed.
Emergency & First Aid Coordination: Ensures local medical and first aid personnel are thoroughly briefed on RF hazards, necessary site precautions, and possess current training in cardiopulmonary resuscitation (CPR) and the treatment of electrical shock and burns.
Technical Surveys & Inspections: Conducts formal technical RF surveys, logs permanent records of findings, communicates results to facility managers, and incorporates summaries into the site's Radiation Safety Plan (RSP). Performs periodic safety audits to ensure corporate compliance.
Training Delivery & Qualification: Promotes company-wide RF safety awareness, delivers workforce training, and is qualified to train and certify personnel up to the Level 2 RFRSO standard. Audits operator/maintainer training logs for compliance.
Equipment Maintenance & Incident Investigation: Manages the proper maintenance, calibration, and tracking of specialized radiation measurement equipment. Leads formal investigations into suspected radiation overexposure incidents or related workplace accidents.
Risk Assessment & Liaison: Leads organizational risk assessments concerning RF and electromagnetic field hazards. Liaises with internal safety managers, engineering authorities, and industry regulatory working groups.
Level 2 Radio Frequency Radiation Safety Officer (RFRSO2)
Role Overview: The Level 2 Officer operates at an operational or unit level. They focus on the practical implementation of safety procedures, direct supervision of RF radiation workers, and routine site monitoring under the technical coordination of a Level 1 Officer.
Core Duties and Responsibilities:
Operational Implementation: Acts as a localized unit advisor to monitor day-to-day safety and ensures the practical execution of the company’s overarching radiation safety policies.
Hazard Assessment & Execution: Evaluates localized RF hazards to personnel. Assists in drafting site-specific safe work procedures, implements approved control measures, maps physical occupational boundaries, and ensures hazard signs are accurately posted.
Workforce Monitoring & Records: Promotes field-level radiation safety awareness among staff. Directs and supervises employees classified as RF radiation workers, ensuring all completed training records are logged in the site's safety plan.
Survey Support & Inspections: Assists Level 1 Officers during formal technical surveys and maintains permanent on-site records of the data. Conducts routine, informal safety inspections of RF facilities and equipment to ensure immediate hazard compliance.
Safety Plan Upkeep: Continuously monitors the adequacy of the site's Radiation Safety Plan, ensuring the documentation remains current and accurately reflects the active hazards and risks of the local equipment.
Collaborative Risk Assessment: Contributes field data to broader organizational risk assessments and routinely liaises with site safety managers, engineering teams, and peers regarding local unit safety.
